If not all windows versions then at least start with XP and go through Windows 7. Creating a separate application for each version of Windows is stupid.

Not so stupid... from their point of view they can sell multiple licenses for essentially the same program.
From the developers viewpoint - maintaining 3 code bases doesn't really benefit anyone. It is the same as the deal for "data recovery programs" - release a program that can undelete photos, another program that can undelete office documents, and a pro version at extra cost that can undelete both.
